Budget and Accounts Committee

Activity details

The People’s Assembly’s Budget and Accounts Committee, chaired by Amin al-Bashir and joined by Finance Ministry representative Dr Rania Taghlabi, discussed the public budgets and preparations for considering the 2027 budget.

The discussion covered the exceptional circumstances surrounding preparation of the 2025 budget and questions about its adoption, as well as the legal status of the 2026 budget and the procedures for Assembly ratification. Rania Taghlabi briefed the committee on the ministry’s work on a one-twelfth budget basis, budget-preparation methods, and technical and procedural obstacles to completing the final accounts.

Statement to Alikhbariah — 16 October 2026

Budget Committee Chair Amin al-Bashir told Alikhbariah that 30 October is the deadline for submitting the draft budget to Parliament. He cited sessions between the Finance Ministry and Parliament attended by the minister and committee chair. Salaries and wages accounted for approximately 41% of the 2025 budget, compared with 7% for investment. Economic changes, increased activity and wage rises affected its preparation. He attributed the incomplete constitutional process to the former president’s missing signature, and said the ministry checks other ministries’ plans against the fiscal outlook and projected revenue and spending.
