Comment: Legislative Decree 17 of 2024
A one-time financial grant with an amount of 300,000 SYP to all the civilian and military state employees and the pensioners



Bashar al-Assad, head of the Syrian regime, issued Legislative Decree 17 of 2024, granting a one-time financial bonus of 300,000 SYP to state employees, both civilian and military, as well as retirees.

This amount is equivalent to approximately $20.27 at the current exchange rate of 14,800 pounds per dollar.

  • The last financial grant, issued under Legislative Decree 5 of 2023, on April 11, 2023, was valued at 150,000 pounds and was equivalent to $19.7 at an exchange rate of 7,600 pounds per dollar.
  • The last financial grant before the revolution was at the end of 2010, by the Legislative Decree 92 of 2010, and the grant was 50% of the value of the fixed salary.
  • After that, the payment of financial grants was interrupted for 10 years until the issuance of the Legislative Decree 25 of 2020 on October 21, 2020, and its value was 50,000 SYP, equivalent to $20 at an exchange rate of 2,490 pounds.
  • From 2020 until today, 9 legislative decrees have been issued through which one-time financial grants were disbursed to civilians and the military.
  • As usual for the Syrian regime in the process of increasing salaries or financial grants, all financial grants were issued through legislative decrees.

أصدر بشار الأسد المرسوم التشريعي رقم 27 لعام 2024، ضمن سلسلة مراسيم "عفو" مستمرة منذ 2011. ورغم الترويج له من قبل النظام كخطوة إيجابية، إلا أنه يستثني المعتقلين السياسيين والمطلوبين للأجهزة الأمنية، ما يحد من فعاليته ويؤكد استخدام النظام لهذه المراسيم كأدوات سياسية.
