On April 30, 2022, Syrian President Bashar al-Assad issued Legislative Decree No. 7 of 2022 granting a general amnesty for “crimes of terrorism” committed by Syrian citizens, provided that these crimes have not resulted in deaths. The decree was hailed as unprecedented in terms of its comprehensiveness and robustness, and was widely circulated, particularly in Syria’s neighboring countries such as Turkey and Lebanon.
